The Latvian presidency of the European Union has reintroduced the obligation to "treat all traffic equally" in the latest draft tax on so-called "net neutrality". The text, seen by Reuters, also states that specialised services would only be allowed where there is enough network capacity to ensure other users' connections are not materially impacted. The Latvian presidency of the EU is trying to persuade member states and the European Parliament to reach an agreement on net neutrality regulations and the end of mobile roaming charges before its term ends at the end of June.
