EU starts infringement procedure against 23 states for failure to transpose copyright directive

Only four of the EU's 27 member states have fully transposed the new copyright directive into national law. As a result, the European Commission announced the start of a formal infringement procedure against the 23 countries that still need to adopt the new copyright rules.
