FCC invites comments on new 'special access' rules

FCC chairman John Wheeler said the Federal Communications Commission will meet in April to discuss elimination of two 20th Century regulations and replacing them with more modern versions. The FCC wants to move the old "special access" regime and mandates for TTY (text telephony) communications and move in a new, technology-neutral framework for business data services (BDS) and real-time text for Americans who are deaf, hard-of-hearing, speech disabled and deaf-blind. The Commission hopes to adopt a final Order later this year.
