FCC points to slowdown in broadband upgrades in annual report

Over 92 percent of Americans had access to fixed broadband of at least 25/3 Mbps at the end of 2016, according to the latest annual update from the FCC. However, the Commission claimed that the speed of broadband upgrades slowed after the passage of the net neutrality rules in 2015.
