FCC proposes rules to open mobile auctions to smaller firms

FCC chairman Tom Wheeler has circulated a proposal to open new opportunities for small and growing businesses in wireless spectrum auctions. Its purpose is to provide innovative, smaller companies, including those owned by women and minorities, the opportunity to build mobile businesses that can spur additional investment and offer consumer more choices. Current licence bidding rules were first written in the 1990s, before data services became ubiquitous, before Congress instructed the FCC to make more spectrum available, and before industry consolidation.
