FCC proposes spending cap on Lifeline-subsidised broadband plans

The Federal Communications Commission (FCC) has voted 3-2 to scale back the Lifeline programme that provides USD 9.25 a month to low-income households to buy a broadband or phone service. The FCC's proposals to "more effectively and efficiently close the digital divide" include capping annual spending on the programme and taking steps to prevent resellers from offering Lifeline-subsidised plans. The ban on resellers will be subject to public comment before becoming final, said the FCC, adding that the changes are designed to "reduce waste, fraud, and abuse".
