FCC questions carriers about zero rating plans

The FCC has sent letters to Comcast, T-Mobile and Verizon regarding the companies' zero rating plans, which enable some content to bypass usage caps and not affect customers' data volumes, writes Reuters, citing FCC chairman Tom Wheeler. Critics have argued that zero rating should be considered a net neutrality violation because it puts smaller companies at a disadvantage.
