French minister favours four lots of 4G spectrum

France's new minister for the digital economy, Eric Besson, has announced conditions he seeks for the 4G licensing process which he intends to launch in early 2011. The minister favours an auction of four lots of frequencies, two of 5 MHz and two of 10 MHz, and that criteria include a commitment to provide access to MVNOs. Besson cited three objectives: territorial coverage, more competition and increasing spectrum value for the state. For the first time the licence conditions will include network coverage obligations on a county level.
