French regulator tells Orange to improve universal service delivery or face sanctions

French telecom authority Arcep has decided to take action against Orange after finding the operator in breach of its obligations as universal service licence holder. The regulator said it opened an investigation in June following a high number of complaints over the quality of universal service provision made by fixed telephony end-users and local authorities.
