FTTH NL: Approval of judge for Regio Rivierenland, extension in Oss

A Dutch court has ruled in favour of Regio Rivierenland on all counts, in summary proceedings brought by Dutch operator Glasvezel Buitenaf regarding the construction, maintenance and management of a fibre network in the outlying areas of the Rivierenland region. The summary proceedings were heard on 8 November, as were both parties. Glasvezel Buitenaf claimed that the Rivierenland region did not meet the conditions set by the European Commission (EC) for the implementation of the project. The judge ruled that the region was not act in violation of applicable state aid rules and/ procurement laws.

The ruling clears the way for the next steps in the construction process, such as awarding the tender to complete the actual realisation of the project, the region said. In the set-up that is currently being established, residents will not have to pay for the construction of their connection and there will be no monthly out-of-town surcharge. There will also be no obligation to purchase services. The network will be open.

The Rivierenland region will set up a joint implementation organisation for the construction, management and maintenance of the network on behalf of the participating municipalities. This will now take place at the beginning of January. After that, some formal steps will have to be taken, such as the contract award. Intended partner Digital City will then be able to start the actual construction of the network.

The Rivierenland Region partnership consists of seven municipalities in the region, namely Culemborg, Maasdriel, Neder-Betuwe, Tiel, West Betuwe, West Maas en Waal, and Zaltbommel.

Extension in Oss; six months of free services

The fibre campaign of E-Fiber in the municipality of Oss has been extended by two months, after it turned out that the desired percentage of registrations was not achieved on 29 November. Residents of Oss now have until the end of January to sign-up for fibre services. E-Fiber announced that it has agreed with providers to deliver six-months-worth of free fibre services if the campaign is successful. At least 30 percent of households have to register before deployment can start.

Start of rollout in Weststellingwerf area

Kabelnoord has started works for the deployment of fibre in the outlying area of ​​the municipality of Weststellingwerf. The excavation go ahead was given on 27 November and the covenant signed.

During the registration process in the spring, over 63 percent of the residents in the outer area of ​​Weststellingwerf signed up for fibre connections from Kabelnoord. More than half of the registered homes have since been inspected.

GlasDraad to install fibre in large part of Westerkwartier

Dutch operator GlasDraad Westerkwartier will connect a large part of the municipality of Westerkwartier to fibre, despite not reaching the desired 40 percent of registrations. The company announcee this one day after the campaign was closed. In the end, 35 percent of residents registered, with the percentage varying widely per area.

GlasDraad Westerkwartier believes fibre must be installed in those areas where enthusiasm is high. This regards an area with over 5,000 households. In areas where there is still uncertainty about fibre and where various providers are active, GlasDraad Westerkwartier will launch a campaign again next year.

GlasdDraad said it will roll out networks in the following areas:

  • Former municipality Zuidhorn outlying areas and centres, including centres ‘Middag’, namely Aduard, Briltil, Enumatil, Niehove, Den Ham, Den Horn, Oldehove, Niezijl, Kommerzijl, Pieterzijl, Lauwerzijl, Munnekezijl, Visvliet, Saaksum, Ezinge, Feerwerd, Garnwerd, Grijpskerk, Noordhorn and Zuidhorn; 
  • former municipality Grootegast centres Doezum, Opende, Kornhorn Lutjegast and Sebaldeburen, and; 
  • former municipality Marum centre Boerakker.

In the outlying area of the former municipality of Grootegast, the number of registered residents is still at 10 percent; this area has therefore not been included. The cores in the old municipalities of Leek and Marum (with the exception of Boerakker) have also not been included for the moment. These are the centres De Wilp, Noordwijk, Nuis, Niebert and Oostwold. These areas generated few registrations, partly due to the lack of clarity at several active providers, and percentages have remained at around 20 percent as a whole. GlasDraad Westerkwartier will start a campaign after the summer of 2020 in the old municipalities of Leek and Marum.
