German Monopoly Commission recommends against fibre cooperations like Telekom, Ewe

The German Monopoly Commission, a body of experts advising the government on competition policy-making, has recommended prohibiting cooperations to roll out fibre in areas where the partnership is not necessary. The opinion responds to the joint venture between Ewe and Deutsche Telekom, called Glasfaser Nordwest. 

The Federal Cartel Office (Bundeskartellamt) earlier approved the joint venture following concessions by the two companies that included the commitment to building 300,000 fibre connections for end customers over the next four years, some located in rural areas. Moreover, the companies will continue to independently take part in tender offers for the construction of gigabit networks, especially in rural areas. 

Overall, the Monopoly Commission concluded that the commitments are suitable to counter the potential restrictions on competition from the joint venture. However, in similar cases in future cooperations should be avoided if they are not specifically needed to make a fibre roll-out viable, the commission said.
