German regulator tells mobile operators to negotiate with Transatel

The German federal network agency, the Bundesnetzagentur, has confirmed that mobile operators must negotiate with MVNOs over network access. It said that mobile virtual network operators who can't obtain a contract can call on the service provider regulation implemented with the 2019 radio frequency auction.
