IFT green lights new Telmex and Telnor proposals ahead of separation

Mexico’s telecom regulator IFT has approved a proposal from America Movil’s fixed-line Telmex and Telnor units for their functional separation ahead of a 31 January deadline. In a statement, the watchdog said Telmex-Telnor proposed a series of adjustments aimed at strengthening the independence of personnel and the operation of the resulting wholesale companies. These were approved alongside other proposals regarding the transfer of personnel, one of the requirements of the 'Functional Separation Plan' to separate the units by the end of March.

The IFT ordered a “functional separation” of Telmex’s fixed line retail and wholesale divisions back in 2017 with a view to boosting competition in accordance with a 2014 ruling by the watchdog declaring America Movil a "dominant agent" in the telecommunications sector.

The watchdog invited interested players to submit their opinions ahead of its biennial review of the effectiveness of asymmetric measures enforced since 2014 with a view to curbing the dominance of America Movil and its Telcel, Telnor and Telmex units in the country.

America Movil still accounts for over 70 percent of revenues generated by Mexico's mobile telecommunications operators, reports local Xataka Mexico, citing CIU director Ernest Piedras. The company was declared a "dominant agent" in the telecommunications sector back in 2014 but tougher regulations imposed on the group's Telmex, Telnor and Telcel brands have yet to bring its market share below 50 percent, said Piedras.

Televisa declared dominant player in 35 Mexican localities

Mexican broadcaster Grupo Televisa announced that the country's telecommunications regulator IFT declared that the company has substantial power in the market of restricted television and audio services in certain municipalities, potentially resulting in tougher measures. The watchdog launched an investigation following Televisa's acquisition of residential FTTH and related assets from Axtel in December 2018 and has now declared Televisa a dominant player in a total of 35 localities.

Telcel Mexico acquires 50 MHz of 3.5 GHz spectrum from Telmex

America Movil's Telmex unit has transferred its 3.5 GHz spectrum assets to the company's Radiomovil Dipsa (Telcel) unit with a view to preparing the latter for the provision of 5G services, reports El Economista. Under a deal reached on 23 January 2020 and communicated to telecommunications regulator IFT on 30 January, Telmex transferred its 50 MHz concession to Telcel for an undisclosed amount, said the report.

Mexico postpones spectrum tenders, market dominance reviews

Mexico's Federal Telecommunications Institute (IFT) has decided to cancel the spectrum tenders slated for later this year in view of the health crisis unleashed by the coronavirus outbreak. During a streamed videoconference, IFT commissioners told reporters that the tenders to award frequencies in the 600MHz and 2.3GHz bands this year will have to be postponed. "Spectrum auctions do not take place" during pandemics, said Robles, according to BN Americas.

Cuevas named interim chief of Mexico's IFT

Mexico's Federal Telecommunications Institute (IFT) has announced that commissioner Adolfo Cuevas Tejas has taken over as president of the regulator on an interim basis after the long-term stint of Gabriel Contreras ended on 29 February. Cuevas has been an IFT commissioner since 2013 and has more than 20 years of experience in the telecommunications industry.

Mexican telecommunications regulator IFT has fined America Movil's fixed-line unit Telefonos del Noroeste (Telnor) a total of MXN 1.31 billion (around USD 70 million) for breaching the requirement to share information about the availability of its passive infrastructure, such as posts and ducts, with rivals via the electronic management system SEG.
