Incacel receives 20-year MVNO licence in Peru

Peru's communications ministry (MTC) has announced the grant of a 20-year nationwide MVNO licence to Incacel Movil, a subsidiary of Spain’s InfoPyme. Last September the Spanish public telephony operator acquired the assets of Virgin Mobile, which decided to abandon its Peruvian venture after just a year of activity. Incacel will become the country’s fifth mobile operator, with Dolphin Telecom and Cuyomobile also having been awarded licences over the past year without having launched activities.

Movistar currently dominates the Peruvian mobile market with 14.9 million subscribers at the end of 2017, followed by Claro (12.5 million), Entel (6.4 million) and Bitel (5.1 million).

Incacel to install 7,000 public top-up kiosks in Peru

Peruvian MVNO Incacel, a subsidiary of Spain's InfoPyme, is planning to install up to 7,000 public top-up phone kiosks all over the country by 2019, reports business daily Gestion, citing the company's general manager Airton Arteta. Customers of all Peruvian operators apart from Telefonica will be able to use the kiosks to top up their mobile credit, said Arteta, adding that Incacel has already installed around 1,000 units in various cities, offering minimum top-ups of PEN 1.

Peru's communications ministry (MTC) has announced that emergency services operator Dolphin Telecom will be able to launch the country's sixth mobile operator and second MVNO later this year. In a statement, the MTC said Dolphin fulfilled the requirements to operate as an MVNO even though rival Entel complained that it already had spectrum assigned for trunking services.

The news comes less than a week after Virgin Mobile announced that it was leaving the Peruvian market just 13 months after launching what was the country's first MVNO. Peruvian telecom regulator Osiptel has cleared the way for emergency services operator Dolphin Telecom to become the country's sixth mobile operator and second MVNO later this year.
