Indian regulator releases net neutrality recommendations

Indian telecom regulator TRAI has released its recommendations on net neutrality, following a multi-stage consultation process. According to TRAI, operator licensing terms should be amplified to provide explicit restrictions on any sort of discrimination in internet access based on the content being accessed, the protocols used or the user equipment being deployed.

The discriminatory treatment would include any form of discrimination, restriction or interference in the treatment of content, including blocking, degrading, slowing down or granting preferential speeds or treatment to any content, TRAI said. Under the recommended rules, service providers will not be able to enter into any kind of arrangement or contract that can have the effect of discrimination based on content, sender, receiver, protocols or even equipment.

TRAI also says that IoT services are not excluded from the scope of the restrictions on non-discriminatory treatment. CDNs are exempted from the scope of any restrictions, TRAI added.
