Norwegian Media Authority says zero-rated web services hit media plurality

The Norwegian Media Authority said that zero-rated internet services could impair media plurality because they make services that are not free less attractive. Chargeable content cannot compete on the same terms with free content, it said. The authority's director, Mari Velsand, said this reduces freedom of choice.
