KPN gets regulatory fine over pair bonding trial

Dutch regulator Opta issued a fine of EUR 22,443 against KPN, saying the incumbent's competitors were disadvantaged by KPN's installation of pair bonding equipment. For KPN's own retail operations, installation of the equipment was possible with just one technician, while other operators required a KPN technician and one of their own to install the pair bonding equipment. As a result KPN violated its regulatory obligation to make services available at the same time to both internal and external customers. KPN said it will not challenge Opta's decision.
