KPN lowers wholesale prices after threat of fines

KPN has lowered its wholesale prices for access to the copper network following an order from the regulator ACM. The operator earlier raised the rates for the period October 2012 to July 2015 with retroactive effect, based on a court ruling. However, the ACM found that the increase was in violation of other regulatory obligations on KPN, notably non-discrimination as set in the unbundled access decision of 2011. The higher prices left little room for alternative operators using the network to earn a return. The regulator ordered KPN to lower the prices again, under threat of a fine of EUR
