Kroes defends net neutrality proposals

Over-regulation is the "wrong way to go" when considering issues of net neutrality, according by Neelie Kroes, European commissioner for the Digital Agenda. In a blog posting, she said that businesses need to be able to make agreements over the quality of internet services in order to deliver premium services. New applications such as videoconferencing, IPTV or cloud computing require investments in equipment, and so businesses must also have the certainty that they have quality broadband to support these services.
