Mexico approves creation of secondary spectrum market

Mexico's Federal Telecommunications Institute (IFT) has approved a series of general guidelines for the creation of a secondary spectrum market that it says will prevent spectrum from remaining idle or unused by encouraging parties to negotiate among themselves. According to the guidelines published in the country's official gazette, the measure will allow interested parties access to the radio spectrum without relying on the state to conduct a bidding process, thus removing one of the main barriers to entry for new competitors.
