Russian operators MTS, Megafon, Beeline and Rostelecom have won licences in the tender to provide LTE services nationwide. The operators are obliged to cover all regions by the end of 2019 and meet annual investment levels starting at RUB 15 billion. Eight operators participated in the tender for spectrum in the 800MHz band; the other bidders were two Tele2 subsidiaries, Summa Telecom and TTK. 

Megafon noted that it already provides LTE to an area covering 10 percent of Russia's population, through its cooperation with Yota. This will increase to 27 percent by the end of this year. Beeline said it plans to launch services no later than June 2013 and will cover six regions by the end of next year. 

MTS said it plans to launch LTE in the Moscow area in the near future. In addition to the 800MHz band, it also has access to frequencies in the 2.5-2.6GHz and 700MHz bands, for a total 2x25MHz of FDD spectrum, as well as TDD spectrum in the 2.6GHz band in the Moscow area.
