
NACC says CAT-True deals breach laws

Thailand's National Anti-Corruption Commission (NACC) has unanimously found that the 3G network contracts between state-owned telecommunications firm CAT Telecom and True are violating several telecommunications laws. In January last year, CAT Telecom signed a number of 3G wholesale and resale contracts with communications group True, which attracted scrutiny from a number of government agencies. The NACC spent almost a year investigating the deals and has now ruled that the contracts breach several parts of five telecommunications-related laws, including the frequency allocation law, telecom business law, trade competition law, and public-private joint venture law. "We cannot say the deal was legitimate as there are many questions about its legality," The Bangkok Post quotes Medhi Krongkaew, NACC board member, as saying. Details of the violations will be discussed at another meeting on 8 May. The committee that is conducting the investigation will then submit its conclusions to the NACC board, which will decide wether to petition the court for further action. The NACC board could also overturn the committee's decision.
