National Audit Office criticises UK cyber security strategy progress

The UK's National Audit Office (NAO) has criticised the progress of the National Cyber Security Programme 2016-2021.

The NAO report highlights how failings in the way the Cabinet Office established the current cyber security programme mean that the government does not know whether it will meet the programme's targets, thereby raising serious questions about how the government plans to tackle cyber attacks after 2021.

The government's GBP 1.9 billion National Cyber Security Strategy announced in 2016 included GBP 1.3 billion in funding for the National Cyber Security Programme 2016-2021. The NAO report assesses the progress made just after the mid-point of the programme.

The report criticises the Cabinet Office for failing to produce a business case for the programme before launch, leaving HM Treasury with no way of assessing how much funding it would need when setting its budget. In addition, the programme's work was delayed over the first two years as one third of the planned funding was re-allocated to counter-terrorism and other national security issues. This delays specific programmes including work to understand the cyber threat.

The report concludes that it is not clear of the Cabinet Office will achieve the wider objectives of the strategy by 2021. This is partly because of the complex and evolving cyber threat, and also because it has not assessed whether the GBP 1.9 billion allocated funding was ever enough. The NAO wants the Cabinet Office to determine which areas of the National Cyber Security Programme are having the most impact and are the most important to address going forward, and focus its resources there until 2021.
