Nkom tweaks market 3a and 3b proposals after ESA comments

Nkom said that decisions regarding wholesale market 3a for local access to fixed networks and wholesale market 3b for central access to fixed networks will enter force on 01 January 2019, but it has made minor changes to its draft after the EFTA surveillance agency (ESA) submitted some comments on 03 December. The ESA made no comments regarding Nkom's proposals for market 4 for quality access to fixed networks for traffic up to and including 8 Mbps.
