Norwegian govt provides NOK 160 mln in broadband subsidies
Norwegian postal and telecoms regulator PTS said municipalities with poor broadband coverage may apply to PT for subsidies before 06 June. It said the government has ringfenced NOK 160 million in the 2014 budget to contribute to every home in Norway getting a basic broadband service of good quality. Funding is available in places where commercial operators do not find it profitable to provide broadband. The subsidies are expected to be approved by the EFTA Surveillance Agency (ESA). Only local authorities may apply for funding. Any projects approved for funding will be put out to public tender.

Norwegian postal and telecoms regulator PT said it has received 171 applications for NOK 713 million in applications for broadband subsidies, brokered by county councils. Telenor says the Norwegian fibre broadband market needs to consolidate considerably, and called on the national government to address this. Telenor Norway argues that a country with such a low population density and large distances between settlements makes it expensive to provide fibre optic broadband access everywhere. ESA approves Norwegian broadband subsidies

The EFTA Surveillance Authority (ESA) said it has approved a nationwide state aid scheme to roll out broadband infrastructure in Norway. The scheme aims to ensure that all Norwegian citizens receives good quality of basic broadband services, as well as to increase offers of Next Generation Access services (NGA), mainly in rural and sparsely populated areas, thereby avoiding a digital divide. The scheme will be administered by Norwegian postal and telecoms regulator PT.

The European Commission said it has published new guidance to help governments invest in broadband. It is aimed at any public authority investing in broadband or looking at co-funding projects with EU structural and investment funds (ESIF).
