Ofcom proposes BT, Kcom as universal broadband service providers

UK regulator Ofcom has proposed to designate BT and Kcom as broadband universal service providers. It is also consulting on obligations imposed on them in delivering the universal broadband service. The UK Government introduced legislation in March for a broadband universal service obligation (USO), with Ofcom responsible for implementing this.
