Ofcom starts consultation on terms of Openreach separation

Ofcom opened a public consultation on BT's notified changes to the Openreach structure. As announced earlier this month, the operator will legally separate the wholesale unit in order to resolve Ofcom's competition concerns. Openreach will become a distinct company with its own staff, management, purpose and strategy. Ofcom published a document explaining why it considers that BT's notification sufficiently meets the competition concerns, how it will monitor compliance with the new arrangements and ultimately assess whether they deliver positive outcomes for consumers and businesses.
