Openreach close to deal to upgrade rural broadband

UK operator Openreach is close to a deal with the government to deliver broadband upgrades to more than a million rural homes as part of the universal service obligation. Openreach CEO Clive Selley discussed the talks in an interview with the Sunday Telegraph, noting the outcome of the discussions hinges on charge controls. Openreach is offering to make the investment without subsidy, in exchange for certainty it will recover its costs over time via regulated pricing.
