Opta lowers non-compliance fine on KPN

Dutch regulator Opta has reduced the fine it imposed on KPN for non-compliance to EUR 25,000 from 100,000. Opta had originally wanted KPN to pay a maximum because the operator did not comply with rules in a timely fashion when it adjusted the conditions of its Business BelBasis offering. Under Dutch law, providers must allow customers to switch for free when certain conditions or prices are altered. KPN unjustly charged several customers when they changed providers and then did not compensate them within the time limits set by Opta. The regulator reduced the fine, saying that while KPN did
