Polish electromagnetic exposure limits may be a barrier to 5G

During the meeting of the Radio Spectrum Policy Group, an advisory body of the European Commission, in Warsaw at the beginning of October, the Polish Ministry of Digitisation presented its plans to implement 5G technology in Poland, reported Telko.in. The ministry provided information on the formation of the 5G Strategy for Poland and about potential barriers for the implementation of 5G, mainly the stricter limits for exposure to electromagnetic fields.

In this communication it is said: "Six countries, namely the Netherlands, Slovenia, Bulgaria, Lithuania, Poland and Italy, have limits below the ICNIRP values." To the best of my knowledge the limits in the Netherlands are equal to the ICNIRP limits. Can you tell me which limits are lower?
