Public interest groups oppose satellite operators plan for C-band spectrum

A group of 22 public interest groups have written to the FCC to oppose the satellite operators' plan for releasing part of the C-band spectrum for mobile services. In the letter, the groups argue that permitting foreign satellite operators "to privately sell the public’s airwaves will achieve little more than windfall profits for satellite operators". 

The groups instead want a public auction of the spectrum, with the proceeds going to broadband infrastructure. The unsold portion of the frequencies also could be opened up to sharing and used for fixed-wireless services in under-served areas. The proposal is backed by the Public Interest Spectrum Coalition and the Broadband Access Coalition. 

The FCC started work last year on clearing the C-band for mobile services. The satellite operators using the spectrum formed their own C-Band Alliance and proposed they voluntarily release part of the spectrum in the 3.7-4.2 GHz range, in exchange for compensation from mobile operators for the costs of clearing the frequencies.
