Spain proposes opt-out of EU wholesale roaming caps - report

EU member states will consider on 26 October a proposal from Spain to allow mobile operators to recoup some of the costs of free roaming when it takes effect in June 2017. Operators could be allowed to charge each other fees higher than the proposed wholesale roaming caps if they can show they are losing money on providing roaming, according to the proposal seen by Reuters. The meeting of EU member representatives will consider the European Commission's proposal to cap wholesale roaming prices at a lower level.
