Spain watchdog to probe Telefonica 'replicability test' requirements

Spain's communications and competition regulator CNMC has launched proceedings leading to possible fines against Telefonica for potential breaches of its obligations relating to the so-called broadband replicability test. The probe, which could last up to 12 months, will look into whether the former incumbent failed to regularly communicate the results of the test designed to ensure that alternative operators such as Orange, Vodafone and Masmovil can compete in equal conditions with Telefonica under the NEBA (New Broadband Ethernet Service), which regulates access to its fibre network.
