Spanish regulator to probe Telefonica wholesale breaches

Spain's communications regulator CNMC has announced an investigation into alleged breaches of the Leased Line Reference Offer (or ORLA as it's known in Spanish), designed to regulate the conditions of wholesale access to its network. Telefonica may have applied excessive monthly charges to alternative operators for leasing its lines, said the CNMC, which will now conduct a 12-month probe. In a statement, the regulator said Telefonica was previously fined EUR 5 million last October for repeated breaches relating to the lease of its last mile fixed backbone network to rival operators.
