Tele2 loses appeal against KPN wholesale rates

Tele2 Netherlands has lost an appeal over the revised WPC-IIa decision, regulator ACM announced. The decision taken last summer by the ACM sets the wholesale rates for access to KPN's DSL network. Tele2 appealed the decision, claiming that the rates are based on costs higher than what KPN actually incurs to deliver the services. Notably the period between delivery and payment of the services is actually shorter than that estimated by KPN, according to Tele2. The corporate appeals court found that KPN is not required to bill the services in a certain way and the operator delivered the services
