Telefonica accused of discrimination in wholesale broadband repairs

Spain's communications regulator CNMC has launched a proceeding leading to a possible fine against Telefonica for possible discriminatory conduct in its wholesale maintenance obligations. As the dominant player in the wholesale broadband market, Telefonica is required to provide third parties with the same quality and delivery of service as it provides itself but evidence showed that the company had breached this obligation between January 2017 and March 2018, said the CNMC.
