Telefonica fined EUR 3 mln for conduct in installers' strike

Spain's communications regulator CNMC has fined Telefonica a total of EUR 3 million for discriminatory conduct during the 2015 strike by its subcontracted installers. The watchdog said the former incumbent had discriminated against its rivals and prioritised its own customers during the strike, which ran from March to June 2015. As the dominant player in the wholesale broadband market, Telefonica is required to provide third parties with the same quality and delivery of service as it provides itself but evidence showed that the company had clearly prioritised the repairs of its own retail
