Telefonica handed EUR 6 mln fine for discrimination in wholesale broadband repairs

Spain's markets and communications regulator CNMC has fined Telefonica a total of EUR 6 million for discriminatory conduct in its wholesale maintenance obligations following a year-long investigation. As the dominant player in the wholesale broadband market, Telefonica is required to provide third-party customers with the same quality and delivery of service as it provides its own customers, regardless of physical location. However, the CNMC's probe showed that the company breached this obligation in respect of the NEBA (New Broadband Ethernet Service) wholesale rules that regulate access to
