Telegram block in Russia limits freedom of expression - OSCE

The ban on messaging application Telegram in Russia restricts the freedom of expression, according to a statement issued by the Organization for Security and Co-operation in Europe (OSCE), reported by Tdaily.ru. Harlem Desir, the official for press freedom at OSCE, called on Russian state institutions to reconsider the decision.
