A Moscow first-tier court has imposed a RUB 800,000 fine on Russian messenger Telegram, reports Tdaily.ru. The fine follows the messenger refusing to provide Russian regulators with data enabling them to decode messages sent by its users.
The Russian Federal Security Service warned Telegram on the issue on 31 August.
Telegram plans to submit an appeal to a higher court. Pavel Durov, the owner of Telegram, claims that the requirement to disclose the data is incompatible with the Russian Constitution.
