UK govt sets 10 Mbps as minimum for universal broadband service

The UK government has published the design of the broadband Universal Service Obligation (USO), saying everyone in the country will have a legal right to an affordable connection of at least 10 Mbps by 2020, no matter where they live or work, from a designated provider. This speed will be kept under review and should be increased over time. With this publication, the government and regulator Ofcom will now put in place a number of processes so that the USO can be implemented as quickly as possible.
