UK govt's gigabit broadband plan risks leaving rural areas behind - NAO

The UK government's target of delivering nationwide gigabit broadband coverage by 2025 risks leaving behind those in rural and remote locations as providers focus on connecting the easiest to reach premises, according to a new report from the National Audit Office (NAO).

The report shows that the Superfast Broadband Programme helped the government achieve of target of 95 percent superfast broadband coverage by 2017 broadly on time. The programme has delivered public subsidies worth GBP 1.9 billion to support deliver of faster broadband to 5.3 million premises excluded from commercial roll-out programmes. However, many people across the UK still experience poor broadband, with rural and remote locations left behind. The report finds that rural superfast broadband coverage is 80 percent, compared to 97 percent in urban areas, with the lowest rate in Northern Ireland at 66 percent. 

The NAO is also calling on the Department for Digital, Culture, Media & Sport (DCMS) to provide a detailed plan and schedule for the Future Programme to deliver nationwide gigabit coverage. It also wants to know if the Future Programme will prioritise the hardest to reach areas first. NAO head Gareth Davies said it was important for the government to manage the challenges of meeting a tight deadline for delivering nationwide gigabit connectivity and serving those in greatest need, or risk leaving the hardest to reach areas further behind and deepening the urban-rural digital divide.
