Unions bring Free Mobile coverage complaint to State Council

French telecom unions CFE-CGC and Unsa have referred the issue of Free Mobile's network coverage obligations to the State Council, Les Echos reports. They first addressed their complaint to telecom regulator Arcep, which found that the new MNO was respecting its licenced coverage requirements, allowing it to lease capacity on Orange France's 3G network. But the unions are arguing the Arcep failed in its duty to launch an investigation and to eventually fine Free Mobile for any eventual offences. They maintain that during the first week of service over 90 percent of Free Mobile customers' traffic went over Orange's network.
