US cablers respond to FCC TV carriage market probe

The American Cable Association (ACA) has responded to the FCC's in-depth review of the TV carriage licensing market. Consumers have been hit by 558 black outs in five years and they are increasing by 40 percent a year, according to ACA president Matthew Polka. In its response to the FCC, the ACA make clear to TV stations what it means to negotiate carriage deals in good faith. At the top of the association's list of specific recommendations is prohibiting "broadcasters from bundling retransmission consent with carriage of a same-market regional sports network or other 'must have' programming
