US releases transparency report on personal data requests

The US government's Director of National Intelligence has released its first transparency report on the number of national security orders issued to obtain personal data from communications providers. The Foreign Intelligence Services Act (FISA) allows such orders based on three types of authorisation. The majority of the orders issued last year, or a total 1,767, were based on probable cause under FISA. However, each order may affect multiple "targets", which the DNI described as an individual person, a group, an organization composed of multiple individuals or a foreign power. Only one
