Vodafone Pass not in violation of net neutrality rules - German media authorities

Germany's State Media Authorities, the country's network of regulators for privately held radio and television broadcasters, have said that Vodafone's zero-rated Vodafone Pass does not violate the EU's rules on net neutrality because content providers are free to choose themselves whether or not to participate in the service for no cost. While content providers have to sign a contract with Vodafone to participate in the zero-rated service, this does not pose a barrier to entry in itself as Vodafone offers the same conditions to all providers, said the regulators.
