Russian telecommunications regulator Roskomnadzor has removed restrictions on the use of the Telegram messenger app in the country, reports Prime. The decision has been agreed with the General Prosecutor's office. A draft law to lift the ban on certain websites and apps was submitted to Russian parliament earlier this week.
An explanation from the Ministry of Communications signed by Aleksey Volin, the deputy minister, states that use of Telegram is legally grounded in the country, and any further blocks to the service are not reasonable. The messenger has been included in a list of web resources providing emergency information during the Covid-19 quarantine period.
The federal telecom regulator decided to block the messenger in April 2018 after Telegram refused to give the Federal Security Service access to its users' messages.
