Telenor probed for possible abuse of mobile market position

Telenor announced that the EFTA Surveillance Authority (ESA) and the Norwegian Competition Authority (Konkurransetilsynet) have initiated an investigation against Telenor Norge AS and Telenor ASA regarding possible abuse of a dominant market position and/or possible anti-competitive practices.

Telenor said the investigation is carried out under Articles 53 and 54 of the EEA Agreement and pertains to wholesale and retail mobile communication services in Norway, including voice, SMS, MMS and data, as well as mobile services sold in bundles that include other products or services.

Telenor said it has strict internal rules and procedures on compliance with laws and regulations. It said it will co-operate with the authorities so that the investigation can be conducted in an efficient manner. The Norwegian Competition Authority confirmed that it was conducting an unannounced search of Telenor's premises with court permission and that it has the right to seize any relevant material. Telenor and the Norwegian Competition Authority both said they had no further information to give at present.

The Norwegian Competition Authority (Konkurransetilsynet) said it has issued a statement of objections to Telenor Norway for abuse of a dominant position, and has warned the operator that it is considering imposing a fine of NOK 906 million for the infringement. Its view is that Telenor behaved in a way that impeded the entry of a third, competing mobile network. The operator has until 01 March 2017 to respond.

EFTA extends Telenor Norway abuse probe response deadline

Telenor Norway now has until 25 April to respond to allegations that it broke European competition rules on the mobile market, according to E24.no. Telenor communications director, Torild Uribarri, told the portal that the company had asked for an extension from the 11 April deadline, purely on practical grounds. EFTA Surveillance Authority (ESA) spokesman Andreas Kjeldsberg Pihl declined to give details.

Telenor Norway faces EFTA action after 2012 probe

Telenor Norway said it has been warned by the EFTA Surveillance Authority (ESA) that it faces action following an investigation by ESA and by the Norwegian Competition Authority on 04 December 2012. Telenor Norway saw its revenues increase 2 percent to NOK 6.439 billion in Q3 compared to the year ago quarter.
