Cable operator VodafoneZiggo published its reference offer for wholesale fixed access, in accordance with the obligation imposed by the ACM on 27 September. This may lead in time to a new category of competitors on the Dutch market that make use of this wholesale offer. Rates have not yet been set and will follow in January.
VodafoneZiggo chose not to publish a press release at this time. In an explanation to Telecompaper, the company confirms that potential partners have been informed. The company said there was not sufficient time to develop tariffs, and it expects to have these ready in January 2019. The company had just three months to publish its reference offer, by 1 January 2019.
With the reference offer, cable open access in the Netherlands comes a step closer, although at the moment it is not yet possible to say whether and when wholesale partners can launch commercially. The offer is the result of the market analysis of the ACM for the coming years, in which it concluded that KPN and VodafoneZiggo have joint dominance.
