Dish asks FCC to block Comcast-TWC merger
Dish Network has met with FCC officials to express its interest in bidding for mobile spectrum as well as voice its opposition to Comcast's proposed takeover of Time Warner Cable. In a disclosure of the meetings of 07 July, Dish said it plans to bid in the AWS-3 auction and is also interested in the Broadcast Incentive auction for the 600 MHz band. 

It also discussed the pay-TV and broadband market and said it thinks the FCC should block the Comcast-TWC deal. There are no conditions possible to prevent the negative impact on competition, Dish said. 

It noted that the bigger cable group would have three points to "choke" the emerging OTT video market: the last mile to the consumer, the interconnection point and any managed or specialized service channels of its own which gain preferred access. In addition, Comcast may be able to secure preferred conditions for programming, resulting in higher costs or restricted access to the same programming for smaller TV providers such as Dish. 

The company expects AT&T's proposed takeover of DirecTV could create similar problems in the programming rights market.
